Do You Need an Alarm Permit in Dover? False Alarm Fees and Rules
Dover's city code doesn't require an alarm permit. Delaware State Police say all state residents should register free with CryWolf, but the 2007 state law exempts places that already had their own false alarm ordinance, as Dover did, unless they opt in, and we couldn't confirm whether the state program covers Dover addresses. For false alarms the alarm user negligently causes, Dover Police allow two free per calendar year, then charge $25 each for the 3rd-5th, $50 for the 6th-9th, $100 for the 10th-15th and $150 from the 16th on, doubling if unpaid after 30 days.[1,2,3]

| Is a permit required? | Sources differ Dover's city code has no alarm permit. Delaware State Police say every alarm user in the state must register free with CryWolf, but the 2007 state law exempts cities that already had their own false alarm ordinance, which Dover did, and lets them opt in to the state rules instead. We couldn't confirm whether Dover has opted in or whether the state program covers Dover addresses, so ask Delaware State Police at (877) 665-2979 before relying on either.[1,3,5,4,2] |

| Who needs a permit | Dover's alarm rules cover alarms at homes and businesses inside Dover city limits.[1] |
| Which alarms are covered | Sources differ Dover itself doesn't require a permit for any alarm. Under the state program, anyone operating a home or business security alarm would register each alarm site; car alarms don't need to be registered.[4] |
| Residential permit fee | New: Free (state registration, if it applies)[2,5] |
| Fee exemptions | Dover doesn't count false alarms caused by hurricanes, tornadoes, earthquakes, or equipment failure or bad installation, but the third equipment-caused false alarm in a calendar year does count. We found no senior or low-income waivers.[1] |
| Free false alarms | Police false alarms: 2 each calendar year; fire false alarms: 2 in a 12-month period that starts with the first fire alarm[1,6] |
| Runs the program | City of Dover Police Department (police false alarm fees under Dover Code Sec. 62-2); City of Dover Fire Marshal for fire alarm fines (Sec. 46-7)[1,7,6] |
| When to apply | Sources differ Dover has no city registration deadline. If the state program applies, you'd register within 30 days after your alarm is turned on or you take over an existing system.[4] |
False alarm fees in Dover
False alarms are counted over each calendar year for police false alarms; fire false alarms are counted over a 12-month period that starts with the first fire alarm (the fire code also refers to alarms within the prior 12 months)[1,6]. Each fee below is charged per false alarm. Dover Police charge only when a false alarm is negligently caused by the alarm user: storms and other natural events, mechanical failure, malfunction and improper installation don't count, except that the third such failure, malfunction or improper installation in a calendar year is treated as negligence. Unpaid police fees double after 30 days. Fire Marshal fines apply to preventable or malfunctioning fire alarms.
Residential false alarms (charged by Dover Police; only for false alarms the alarm user negligently causes; counted each calendar year)
Residential fire alarms (charged by the Fire Marshal; counted over 12 months from the first fire alarm)
If false alarms keep happening: Not applicable.
How to get or renew a permit in Dover
- Dover has no city alarm permit office, and we didn't find a mailing address for state alarm registration (the state program registers online or by phone).
- Dover has no city alarm registration. Delaware's statewide CryWolf portal is at crywolfservices.com/delawarede.[10]
- Not confirmed. Dover has no city alarm permit to renew. If the state program applies to your address, the state's CryWolf FAQ says a registration is permanent, so we found no renewal requirement; state law requires you to update your registration within 5 days of any change.[11,4]
Good to know
- Self-installed and self-monitored systems: Dover's code doesn't treat self-installed or self-monitored alarms differently: any alarm that brings city police can lead to false alarm fees. The state registration law also covers alarms that aren't professionally monitored.[1,4]
- Panic and hold-up alarms: Dover has no separate rule for panic or hold-up alarms; a false one that brings city police counts toward the same false alarm fees.[1]
- Before police are sent: Not confirmed. Dover's code doesn't require alarms to be verified before police respond. Delaware law tells monitoring companies to try two phone numbers before calling police (not for hold-up or duress alarms), but it's unclear whether that state rule applies inside Dover.[4]
- Not sure which rules apply to your address?: Not confirmed. We didn't find an address lookup; if you're not sure your address is inside Dover city limits, call the Dover Police Records Unit at 302-736-7105.
Business and other non-residential alarms
Avoiding false alarms
- Make sure everyone who has a code knows how to disarm the system and cancel an alarm.
- Keep your monitoring company's contact list up to date so they can reach someone quickly.
- Let your monitoring company know before guests, contractors or pet sitters use the house.
- Check that doors and windows are fully closed before you arm the system.
- Replace low sensor batteries promptly.
